Introducing Our Esteemed Advisors: Guiding Excellence in Pipeline Safety and Compliance

We’ve shared our vision for Systemic Compliance and the innovative approaches we’ll bring to the oil and gas pipeline industry. From addressing the complexities of regulatory requirements, to PSMS design/implementation, to fostering seamless collaboration between operators and contractors, our goal remains clear: to build systems where regulatory compliance emerges naturally from efficient, integrated operations.

Today, we’re beyond excited to introduce four individuals who will guide and power this mission. Systemic Compliance is proud to announce four distinguished advisors who bring decades of unparalleled expertise in pipeline safety, regulatory compliance, and industry leadership. These gentlemen not only serve as strategic advisors to our organization but are also available as consulting support through Systemic Compliance. Their deep knowledge of PHMSA regulations, OQ programs, Pipeline Safety Management Systems (PSMS), and more will help us deliver tailored solutions that drive real results for operators and contractors alike. Meet our team of advisors:

Michael (Mike) Comstock

Mike Comstock is a regulatory compliance specialist with more than 40 years of experience in pipeline safety, operations, and management within the natural gas and utilities sector. Since May 2025, Mike has operated as an independent consultant focused on 49 CFR Parts 190-199 compliance. Previously, as Utilities Market Director at EverLine, LLC (2022–2025), he provided expert guidance on policies for natural gas, LNG, LPG, and hazardous liquid pipelines. His career highlights include senior roles at the City of Mesa (1999–2015), where he directed Solid Waste Management and Energy Resources, overseeing large teams and multimillion-dollar budgets while ensuring unwavering regulatory adherence.

Mike holds a BS in Business Management and an MA in Organizational Management from the University of Phoenix, both with honors. A voting member of the ASME B31Q Standards Committee and former Chairman of the American Public Gas Association (APGA) in 2009, he has earned the APGA Distinguished Service and Personal Achievement Awards. From 2005 through 2011, Mike served on the Technical Pipeline Safety Standards Committee (TPSSC), now known as the Gas Pipeline Advisory Committee (GPAC). As an advisor and consultant with Systemic Compliance, Mike will champion the integration of compliance into operational excellence, helping clients navigate complex regulations with practical, forward-thinking strategies.

Warren Miller

Warren Miller brings over three decades of expertise in oil and gas pieline operations, including a 23-year tenure as an inspector, investigator, and Operations Supervisor for the Pipeline and Hazardous Materials Safety Administration (PHMSA), DOT (1991–2014). At PHMSA, he co-developed inspection protocols and influenced national standards through his involvement in Operator Qualification committees. Since September 2024, Warren has been a self-employed consultant, and earlier, as owner of Warren Miller Enterprises, LLC (2016–2021), he advised operators on OQ, Drug and Alcohol testing, and Integrity Management. He was also a key member of the OQ Integrity Coalition.

A charter member of the ASME B31Q Standard Committee (2003–2024), Warren’s skills in program development, auditing, accident investigation, and training are unmatched. From 2021–2024, he served as a Regulatory Compliance Specialist at Industrial Training Services, conducting inspections and delivering training. As an advisor and consultant at Systemic Compliance, Warren will leverage his regulatory enforcement insights to design robust monitoring and corrective action systems, ensuring contractors and operators align effortlessly with industry standards.

John Chin

John Chin is a veteran of the natural gas and oil transmission industry with 46 years of hands-on experience in design, construction, testing, corrosion control, operations, maintenance, OQ, and integrity management. His career includes pivotal roles at major energy firms: Manager of Codes and Standards at Michigan Wisconsin/ANR Pipeline Company (1975–1985), Supervisor of Codes, Standards, and Regulations at Coastal Corporation (1985–2001), Principal Compliance Engineer at El Paso Energy/El Paso Pipeline Group (2001–2007), and Senior Regulatory Compliance Specialist at TransCanada/TC Energy (2007–2021). Within these roles, he developed O&M manuals, supported PHMSA inspections, and supported industry representation in the Negotiated Rulemaking that birthed the original OQ rule.

An active leader for decades, John has served 40 years on the ANSI/ASME B31.8 Code Section Committee (including 13 years as task group chair), 34 years on the ANSI/AGA Z380 Gas Piping Technology Committee (13 years as task group chair), and 14 years on the ANSI/ASME B31Q Technical Committee. Holding a BS in Electrical Engineering from the University of Michigan and an MS in Industrial Engineering from Wayne State University, John’s advisory and consulting role at Systemic Compliance will focus on regulatory interpretation and procedure development, embedding compliance into scalable, efficient systems that prioritize safety and performance.

Bradley (Brad) Heck

Brad Heck is a regulatory affairs and compliance leader with over 40 years in pipeline, motor carrier, and substance abuse administration. Since 2011, he has been Principal at American Compliance Enterprises, delivering consulting in DOT regulations, OQ, PSMS, OSHA safety, and Risk Management. At Miller Pipeline LLC (1994–2024), as Director of Corporate Compliance, he oversaw OQ, Substance Abuse, and Risk programs, pioneering the industry’s first national OQ consortium post-Reg-Neg. He introduced the “80-20” OQ concept, co-founded the Operator Qualification Integrity Process (OQIP), and chairs its coalition while serving as Vice President of the OQIP 501(c)(3).

A voting member of ASME B31Q and inductee into the Midwest Energy Association’s 2014 Hall of Fame, Brad holds a BBA from Kent State University and is an FAA Licensed Commercial Pilot & Flight Instructor. His track record includes serving as a functional core lead in eight mergers and acquisitions, developing cost-saving programs like workers’ compensation and electronic records systems, and reducing accidents by over 30% as Director of Corporate Safety. Through Systemic Compliance, Brad will advise on regulatory compliance, contractor management, PSMS (API RP 1173), and provide consulting to help turn compliance challenges into opportunities for efficiency and cost-effectiveness.
