Week ending September 6, 2026
Each week we flag the developments that actually touch the requirements pipeline operators and their contractors manage, across federal rules, state programs, and industry standards. No commentary and no spin: just the item, the requirement it affects, and a direct link so you can read it and decide for yourself.
Federal Rules & Federal Register
One PHMSA pipeline document published in this window, and it moved a deadline rather than a requirement.
PHMSA reopened the written-comment period on the July 30, 2026 joint meeting of the Gas and Liquid Pipeline Advisory Committees, published September 1, 2026. (Federal Register; 91 FR 56282; FR Doc. 2026-17890; Docket PHMSA-2026-1156)
At a glance
- Applies to: GT, GD, GG, HL, and, through the Part 191 reporting proposals, any operator that files reports with PHMSA. The notice does not narrow its own scope to one operator type; scope varies by individual proposal, so read the proposal you care about.
- What it is: A notice of advisory committee meeting and reopening of comment period. It reopens the comment period on the joint proceedings that were noticed July 17, 2026 at 91 FR 44965 and held July 30, 2026, at which the committees reviewed 13 proposed rules. The notice states that, consistent with 49 CFR 190.323, the agency will consider late-filed comments to the extent practicable.
- Key date(s): The closing date for filing comments on the joint PAC meetings is September 4, 2026, reopened from the August 31, 2026 date carried in the July 17 notice. That date has now passed.
- Relates to: the 13 proposed rules the committees reviewed across 49 CFR Parts 191, 192, and 195, with their own dockets: special permit conditions (PHMSA-2025-0135), right-of-way patrol by remote sensing (PHMSA-2025-0118), the property damage definition for incident reporting (PHMSA-2025-0109), OPID notifications for construction (PHMSA-2026-1551), rupture-mitigation valve timeframes (PHMSA-2026-1553), the in-plant piping exception (PHMSA-2025-0112), annual report deadlines (PHMSA-2025-0108), welding limitations (PHMSA-2026-1552), class change pressure tests (PHMSA-2025-0116), MAOP reconfirmation material properties (PHMSA-2026-1549), incidental gathering line enforcement discretion (PHMSA-2025-0113), gas pipeline coating damage assessments (PHMSA-2025-0114), and atmospheric corrosion reassessment (PHMSA-2025-0115).
No other PHMSA pipeline document was published between August 31 and September 6, 2026. PHMSA’s own Federal Register index shows the September 1 notice as its most recent pipeline document, with the July 31, 2026 standards-update batch before it; the Federal Register’s PHMSA agency listing agrees. (PHMSA notices and rulemaking documents; Federal Register PHMSA agency page)
PHMSA Guidance & Interpretations
No new PHMSA advisory bulletin, letter of interpretation, or guidance item was posted in this window. PHMSA’s guidance portal still shows its most recent item as July 13, 2026 (“Guidance for Enhancing the Effectiveness of Distribution Integrity Management Programs”), the newsroom shows no item newer than July 6, 2026, and the most recent entry on PHMSA’s interpretations register is dated August 28, 2026, before this window. (PHMSA Guidance; PHMSA press releases; PHMSA Letters of Interpretation)
State Programs
No new state pipeline-safety rule change that alters a tracked requirement was identified in this window. State registers were not comprehensively polled this run; treat this section as not confirmed.
Enforcement & NTSB
PHMSA’s published enforcement extract has refreshed, and its source stamp now reads September 3, 2026. (PHMSA Enforcement Data)
At a glance
- Applies to: GT, GD, GG, HL, LNG, UNGS. The enforcement dataset covers PHMSA-regulated operators generally and is not limited by commodity.
- What it is: The enforcement case data PHMSA publishes through PRIMIS is drawn from the agency’s Work Management System and refreshed monthly. The page’s source stamp moved to “as of 09/03/2026” during this window, from the August 4, 2026 stamp reported in last week’s issue. The published record now extends into August rather than stopping at the first week of August.
- Key date(s): Source stamp September 3, 2026. Refreshed monthly, so the next move should be expected in early October. The stamp, not the calendar, is what tells you how current the dataset is.
- Relates to: the enforcement procedures at 49 CFR Part 190, and, for operators tracking their own case history, the reporting requirements at 49 CFR Part 191.
A trade-press tabulation of PHMSA’s July 2026 enforcement activity reports 1 corrective action order, 1 notice of amendment, and 3 notices of probable violation, with proposed civil penalties totaling $901,930. Reported September 4, 2026 by RCP’s DOT Pipeline Compliance News; the counts and total are that outlet’s tabulation and were not read case by case from PHMSA’s own extract. (RCP, The Enforcement Corner, September 2026)
At a glance
- Applies to: HL. Every section cited in the reported penalties sits in 49 CFR Part 195, which applies to hazardous liquid and carbon dioxide pipelines.
- What it is: A monthly summary of PHMSA enforcement actions issued in July 2026, with the proposed penalty attached to each cited section. Proposed penalties are proposed: they may be reduced or eliminated before an action becomes final, and an operator may contest the alleged violations in whole or in part.
- Key date(s): Actions issued in July 2026, reported September 4, 2026. Response deadlines run from each operator’s own notice, not from the summary.
- Relates to: as reported, integrity management at 49 CFR 195.452(g) and 195.452(j)(2), the procedural manual for operations, maintenance and emergencies at 195.402(a) and 195.402(c)(11), pipeline repairs at 195.422(a), and operator qualification at 195.505(b). The subparagraph the article gives for 195.452(g) does not match the CFR’s own lettering, so read the section itself rather than the citation as printed.
No new NTSB pipeline item dated in this window was identified. NTSB’s news page shows no release inside the window, and the preliminary report on the July 28, 2026 Union, Michigan gas distribution explosion carried in the August 23 issue has still not been located as a primary NTSB document. (NTSB News)
Standards & Editions
No new edition, addendum, errata, or public-review item dated in this window was identified. API’s standards announcements page still shows the second edition of API RP 1176, announced August 18, 2026, as its most recent pipeline item. (API Standards Announcements)
Calendar reminder, not new this week: the consensus-standard edition updates PHMSA issued July 31, 2026 take effect January 1, 2027, when the updated NACE, NFPA, ASTM, and MSS editions incorporated by reference into 49 CFR Parts 192 and 195 become the versions operators must work to. Those updates were issued one standard per notice; linked here is the NACE SP0502 notice from that batch. (PHMSA standards update, NACE SP0502, July 31, 2026)
Comment Deadlines Closing Soon
Three blocks below: what closes inside roughly the next two weeks, what is further out on the calendar, and what has just closed. Every date was read from the Federal Register notice cited, on September 7, 2026. Confirm the docket before filing.
Closing inside roughly the next two weeks:
- PHMSA, Repair Criteria for Hazardous Liquid and Gas Transmission Pipelines (NPRM) – comments close September 8, 2026. (Federal Register; Docket PHMSA-2025-0019; RIN 2137-AF44; published July 8, 2026)
At a glance
- Applies to: HL, GT
- What it is: A notice of proposed rulemaking on when and how an operator must respond to and repair anomalies found during an integrity assessment.
- Key date(s): Comments close September 8, 2026. No extension notice has been published as of September 7, 2026.
- Relates to: 49 CFR Parts 192 and 195 anomaly response and repair criteria, including the integrity management provisions at 192.710 through 192.714 and 195.452.
Next on the calendar (more than two weeks out, not “closing soon”): No other closing date in this range was confirmed this run.
Recently closed:
- Written public comments on the July 30, 2026 joint meeting of the Gas and Liquid Pipeline Advisory Committees closed September 4, 2026, reopened from August 31 by the September 1 notice above. (Federal Register; Docket PHMSA-2026-1156). The notice states the agency will consider late-filed comments to the extent practicable under 49 CFR 190.323, and directs that comments on any individual proposal be filed to that proposal’s own docket.
Industry News
Only news items that map to a requirement we track; same rules (headline + source + link + tag, no commentary).
No requirement-affecting trade-press item dated in this window was identified. Coverage in the window ran to commercial, project, and international incident news rather than regulatory developments, and the federal pipeline safety reauthorization bills saw no recorded action inside the window. (Pipeline & Gas Journal)
Upcoming Industry Events
Regulatory meetings and industry events over roughly the next six months. Entries carry forward from the August 30, 2026 check against each organizer’s own page; events that have since taken place and deadlines that have since passed are removed, and anything previously marked tentative stays marked. Listed soonest-first within each group. Several registration and hotel deadlines fall inside the next three weeks; reconfirm any deadline before you rely on it.
Regulatory meetings (federal and state)

No PHMSA advisory committee meeting is currently noticed; the GPAC and LPAC last met jointly on July 30, 2026, and written comments on that meeting closed September 4 (see above). FERC has not yet posted its 2027 open-meeting schedule; it announced the 2026 schedule in October 2025, so January and February 2027 dates should be expected around October and will be added when they post. We did not reach the events and seminar calendars of several state commissions this run (Texas RRC, New Mexico PRC, California CPUC and OSFM, Ohio PUCO, Virginia SCC, Iowa, Minnesota OPS, Washington UTC); read that as not checked rather than as no events.

Also on the calendar and useful if you train to the rules: SGA runs a compliance-relevant virtual short-course slate through the window, including Management of Change (September 9), Control Room Management and Incorporated Regulations (September 16), a PSMS deep dive on damage prevention (September 22), and Safety Assurance and Management Review (October 6), all at sganaturalgas.org. One deadline rather than an event: the UESI/ASCE Pipelines 2027 call for abstracts closes October 1, 2026, pipelinesconference.org.
Dropped from last week’s list because they have now passed: the American School of Gas Measurement Technology (August 31 to September 3), the AGA Best Practices Emergency Preparedness and Response Roundtable (September 1–3), the Georgia 811 Savannah summit (September 2), the PHMSA research debrief sessions of August 31 and September 2, and the Pipeline Safety Trust presentation-application deadline (September 1). This list is refreshed weekly from our own events watchlist and will keep expanding as additional winter dates post.
Operator-type key: GT = gas transmission · GD = gas distribution · GG = gas gathering · HL = hazardous liquid · LNG = liquefied natural gas · UNGS = underground natural gas storage · MM = master meter · CO2 = carbon dioxide.
