Massoud Tahamtani, Advisor, Systemic Compliance
We are proud to welcome Massoud Tahamtani to the Systemic Compliance Advisory Board. Massoud has spent his career on the regulator’s side of the table, and he joins us to assist Systemic Compliance in its mission to help operators build compliance the way it was always meant to work: as a system, not a scramble before an audit.
Massoud’s expertise spans more than 45 years in pipeline safety. Throughout his service as Director of the Division of Utility and Railroad Safety at the Virginia State Corporation Commission, and as the Deputy Associate Administrator for Policy and Programs at PHMSA, Massoud has long been a national voice for pipeline safety management systems, safety culture, damage prevention, and true regulatory compliance.
A record of building programs that work
In Virginia, Massoud expanded the state’s pipeline safety program to cover hazardous liquid pipelines after a major 1993 accident, and he led the effort that made the state’s damage-prevention program one of the most effective in the country. He negotiated compliance settlements that built in meaningful, and often novel, remedial measures rather than settling for a penalty and a closed file. He led Virginia operators to adopt safety management systems modeled on API RP 1173, promoting a genuine culture of safety rather than a binder on a shelf. And he modernized the state’s operator qualification program, including the redesign of more than 70 training modules used by both operators’ employees and their contractors.
