The platform all four doors sit on
SC.ORB
One platform. One truth. Your compliance system of record.
The connected, cloud-based platform for contractor and workforce management, requirements, records, training, audits, and management of change.
One connected model, rather than six systems that do not talk to each other.
Why SC.ORB
Real Control Over Variability
You carry the liability for your contractors’ work. SC.ORB gives you control over it, while keeping the variability every operation needs.
Conformance is whether each document is right. Coherence is whether they are right together.
SC.ORB is where coherence is maintained rather than reconstructed, so a change in one place is a change everywhere it matters.

Six Gaps That Leave Operators Exposed
The problem today
Wrong OQ task lists
Contractors use someone else’s covered tasks, not yours, which carries real enforcement and liability risk.
The SC.ORB answer
Direct mapping
Forces every qualification to map to your procedures and your task list.
The problem today
Unauthorized evaluators
Lapsed evaluators invalidate every qualification they signed.
The SC.ORB answer
Evaluator control
Only SC-authorized, audited, and tracked evaluators qualify personnel.
The problem today
Conflicting safety procedures
Contractors follow their own safety procedures on your site, which are often misaligned with yours.
The SC.ORB answer
Standardized safe work practices
Contractors adopt your safety framework. One audit covers everyone.
The problem today
Expired insurance unnoticed
A COI lapse leaves you carrying the exposure yourself.
The SC.ORB answer
Real-time COI tracking
Auto-alerts at 60, 30 and 7 days; approved status blocked until corrected.
The problem today
Procedure changes never reach contractors
Requalification gaps open after every change.
The SC.ORB answer
The MOC Engine
Instantly flags affected tasks and people and triggers requalification where appropriate.
The problem today
No real-time visibility
An email-me-the-PDF culture that wastes high-value engineering time.
The SC.ORB answer
Live operator portal
Every record instantly visible, no searching and no delays.

Platform architecture
Not Another Questionnaire Portal
SC.ORB is a management-system platform that connects operators and contractors into one living, change-aware ecosystem.
1
Organizational Requirements Baseline
A single, version-controlled source for procedures, covered tasks, and requirements.
2
Requirements Engine
Requirements, procedures, records, covered tasks and roles in one connected model, kept current.
3
The MOC Engine
Detects changes to organizational requirements and drives the ripples to a documented close.
4
Expandable Framework
Add incident investigation, emergency response, and other PSMS elements without new onboarding.
The MOC Engine
Management of Change That Reaches Everything
A change in one place quietly breaking procedures, training, or qualifications somewhere else is behind many findings. The MOC Engine is built into SC.ORB to stop it.
1
Detect
A regulation, procedure, asset, or organizational change is captured the moment it happens.
2
Trace
The engine shows every program, covered task, role, course, and qualified worker the change touches.
3
Close
Each impact is assigned and tracked to a documented close, with an audit trail an inspector can follow.
Most systems log a change. Ours follows it everywhere it lands.
Behind the platform
The Intelligence Behind the Platform
Most compliance tools store documents. We start with the requirements themselves. Behind SC.ORB is a requirements engine: everything that applies to a pipeline operator — federal, state, standards and guidance — broken down into obligations that can be tested one at a time, reconciled against each other, and linked so that a change to any one of them shows you every program, task, role and worker it touches.
That is what allows compliance to become a by-product of the system rather than a manual chore. When a rule changes, the system knows what it changed, and where. When an inspector asks how a requirement is met, the answer is already linked to the procedure and the record that prove it.
Counts as of 26 September 2026.
Data Handling and Trust
