Operator Qualification, Rebuilt for Traceability, Evaluator Integrity, and No-Surprise Requalifications

If you have ever sat across from an auditor who asked you to show the exact regulation or internal procedure that justifies a particular evaluation criterion, and felt your stomach drop, you already know how fragile most OQ programs are. A lot of them are held together by tribal knowledge, a few spreadsheets, some paper forms, and hope.

Operator Qualification is where Systemic Compliance started, and it is the part of SC.ORB we have spent the most years getting right. The OQ module is built directly on ORB, so every covered task carries:

  • Direct, two-way links to the precise ORB sections, including your own O&M procedures, that require it
  • Structured evaluation criteria: knowledge, skills, and abilities, abnormal operating conditions, prerequisites, span of control, and requalification intervals
  • A full version history, so the chain of traceability holds over time

When a regulation changes, or you revise one of your own procedures, the platform does more than flag the task. It finds every active qualification that was issued under the old criteria and launches a requalification for the specific people affected. If a change touches eleven welders, you requalify eleven welders, not the four hundred you could not rule out before.

Evaluator oversight is handled the same way. The era of a contractor telling you an evaluator was authorized by another operator back in 2019 is over. Every evaluator goes through a formal, SC-reviewed certification with references, performance sampling, and ongoing oversight, and that record lives in the platform. Digital OQ forms keep the evidence organized and searchable, including from the field.

The payoff runs both ways. Auditors spend their time on actual safety performance instead of chasing missing justifications. Operators get real confidence that contractor qualifications match their own system, not a generic list. And contractors stop paying to requalify people who never needed it.

Next week we look at the piece that ties the others together: Management of Change that holds up when the stakes are high and the dependencies are tangled.
