Week ending October 4, 2026

Each week we flag the developments that actually touch the requirements pipeline operators and their contractors manage, across federal rules, state programs, and industry standards. No commentary and no spin: just the item, the requirement it affects, and a direct link so you can read it and decide for yourself.

Federal Rules & Federal Register

We found no PHMSA Federal Register document that changed a pipeline safety requirement in this window. The most recent PHMSA pipeline safety document remains the September 22, 2026 notice of the October 21 Liquid Pipeline Advisory Committee meeting, carried in last week’s issue. (Federal Register PHMSA agency page)

One PHMSA document published between September 28 and October 4, 2026. The final rule dated September 28 incorporates by reference the 2015 edition of ASME Boiler and Pressure Vessel Code Section XII and the 2015 edition of the National Board Inspection Code, Parts 2 and 3 including Supplement 6, for certain cargo tank motor vehicles, cryogenic portable tanks, and multi-unit tank car tanks. It amends 49 CFR Parts 107, 171, 173, 178, 179, and 180 and changes no requirement in 49 CFR Parts 190 through 199. It takes effect October 28, 2026. (Federal Register; 91 FR 61144; Docket PHMSA-2010-0019, HM-241; RIN 2137-AE58)

The September 22, 2026 Liquid Pipeline Advisory Committee meeting notice is unchanged, and nothing further has been published on its docket. The meeting remains set for October 21, 2026, 9:00 a.m. to 3:00 p.m. EST, virtual, with three published hazardous liquid NPRMs on the agenda: the Breakout Tank Inspection Rule, Remote Monitoring of Hazardous Liquid Pipeline Rectifiers, and the Hazardous Liquid Valve Maintenance Schedule. Written comments for the committee’s consideration are due October 7, 2026, registration closes October 17, 2026, and post-meeting written comments are due November 20, 2026. (Federal Register; 91 FR 60190; Docket PHMSA-2026-2773) Relates to: 49 CFR 195.3, 195.205(b) and 195.432(b); 49 CFR 195.573(b)(2) and 195.573(c); 49 CFR 195.420(b); and the advisory committee procedure at 49 CFR 190.9.

The September 9, 2026 notice publishing Gexcon U.S., Inc.’s petition, and PHMSA’s draft decision, on EFFECTS Version 12.2.0 as an alternative model for calculating the flammable vapor-gas dispersion exclusion zone at LNG facilities remains open for comment and is unchanged. No extension, reopening, or decision has been published on its docket. Comments close October 9, 2026. (Federal Register; 91 FR 57446; Docket PHMSA-2024-0164)

PHMSA Guidance & Interpretations

No new PHMSA advisory bulletin, letter of interpretation, or guidance item was posted in this window. One entry dated September 30, 2026 was added to PHMSA’s interpretations register, reference 26-0048, answering Williams International on the classification of an internal combustion engine with an integral igniter; it reaches 49 CFR 173.22, 173.56(i), and 173.220(f)(1) and is a hazardous materials item rather than pipeline safety. PHMSA’s guidance portal still shows its most recent item as July 13, 2026 (“Guidance for Enhancing the Effectiveness of Distribution Integrity Management Programs”), unchanged for twelve weeks. PHMSA’s newsroom posted one item inside the window, the September 30 grant announcement, which is covered under Industry News below. (PHMSA Guidance; PHMSA Letters of Interpretation; PHMSA press releases)

State Programs

No new state pipeline-safety rule change that alters a tracked requirement was identified in this window. State registers were not comprehensively polled this run; treat this section as not confirmed.

Enforcement & NTSB

No new PHMSA enforcement action or NTSB pipeline item dated in this window was identified.

PHMSA’s published enforcement extract did not refresh this week. Its source stamp still reads “PHMSA Work Management System as of 09/03/2026,” now unchanged for a fifth consecutive week. The dataset is refreshed monthly, so a move was expected in early October and has not yet appeared; the stamp, not the calendar, is what tells you how current the record is. PHMSA’s latest-actions page likewise shows no enforcement item dated inside the window. (PHMSA Enforcement Data; PHMSA Latest Actions) Relates to: the enforcement procedures at 49 CFR Part 190 and the reporting requirements at 49 CFR Part 191.

NTSB posted no pipeline release inside the window, and no release of any kind; its most recent item remains the September 21, 2026 release on rail worker protection during shoving movements. The preliminary report on the July 28, 2026 Union, Michigan gas distribution explosion, carried in prior issues, remains reported by local and trade press dated around August 19, 2026; a primary NTSB document for that event has still not been located. (NTSB News)

Standards & Editions

No new edition, addendum, errata, or public-review item dated in this window was identified. API’s standards announcements page still shows the second edition of API RP 1176, Assessment and Management of Cracking in Pipelines, announced August 18, 2026, as its most recent pipeline item, unchanged for a seventh week. The page’s most recent entry overall is the third edition of API Specification Q2, announced September 10, 2026, which covers well-site service quality management rather than pipelines. (API Standards Announcements)

One standards item sits inside a rulemaking rather than on a standards page this week: the Breakout Tank Inspection NPRM going to the LPAC on October 21 would incorporate API Standard 653, 5th edition, by reference at 49 CFR 195.3. See the Federal Rules section above for the citation and dates.

Calendar reminder, not new this week: the consensus-standard edition updates PHMSA issued July 31, 2026 take effect January 1, 2027, when the updated NACE, NFPA, ASTM, and MSS editions incorporated by reference into 49 CFR Parts 192 and 195 become the versions operators must work to. That is now within three months. Those updates were issued one standard per notice; linked here is the NACE SP0502 notice from that batch. (PHMSA standards update, NACE SP0502, July 31, 2026)

Comment Deadlines Closing Soon

Three blocks below: what closes inside roughly the next two weeks, what is further out on the calendar, and what has recently closed. Every date was read from the Federal Register notice cited, on October 4, 2026. Confirm the docket before filing.

Closing inside roughly the next two weeks:

  • PHMSA, Meeting of the Liquid Pipeline Advisory Committee (meeting notice, pre-meeting written comments) – comments close October 7, 2026. (Federal Register; Docket PHMSA-2026-2773; 91 FR 60190; published September 22, 2026). Relates to: 49 CFR 195.432(b), 195.573(b)(2) and (c), and 195.420(b), the three Part 195 provisions the agenda rulemakings would amend.

Relates to: anomaly response and repair criteria across 49 CFR Parts 192 and 195, including the integrity management provisions at 192.710 through 192.714 and 195.452.

Industry News

Only news items that map to a requirement we track; same rules (headline + source + link + tag, no commentary).

PHMSA announced $128.2 million in pipeline and hazardous materials safety grants on September 30, 2026. (PHMSA press release)

At a glance

  • Applies to: GT, GD, GG, HL, LNG, UNGS, MM, CO2, indirectly. The grants fund state pipeline safety programs and emergency responders rather than imposing a requirement on operators; state inspection activity under a certified or agreement state program reaches intrastate operators of every type.
  • What it is: 164 grants totaling $128.2 million, of which the release states $97.3 million is pipeline safety grants and $30.8 million is hazardous materials safety grants. The release describes four funded categories: hazmat emergency response training programs and exercises, tactical drone technology for aerial hazard mapping and thermal imaging, on-site inspections of hazardous materials shippers, and state inspector equipment for safety inspections and enforcement. The release does not break the awards out by named grant program or by recipient; individual program names and award lists were not published in the release and were not located on a primary record this week.
  • Key date(s): Announced September 30, 2026. The release gives no performance period or obligation deadline.
  • Relates to: the state certification and agreement structure at 49 U.S.C. 60105 and 60106 and the state grant authority at 49 U.S.C. 60107, which is what funds the state inspectors who enforce 49 CFR Parts 191, 192, 193, 195, and 199 against intrastate operators.

Two Atmos Energy contract workers were injured in an air pressure test explosion on a gas line in Dallas, Texas on September 28, 2026. Reported by regional press; no PHMSA, Texas Railroad Commission, or other regulator record for the event has been located. (CBS Texas; NBC DFW)

At a glance

  • Applies to: GD. The line is reported as an Atmos Energy gas distribution line, subject to 49 CFR Part 192.
  • What it is: A reported explosion shortly before 4:00 a.m. during an air pressure test on a gas line in the Design District near 1200 Turtle Creek Boulevard. As reported, two contract workers were hospitalized, one later released and one in critical condition, and Atmos Energy stated that the process involved testing the line with air and did not involve natural gas. The line was reported as under air test and not carrying natural gas at the time, and Atmos Energy is reported as stating that gas service to the area was not affected and its pipeline was not damaged. The same area saw a gas leak discovered September 19, 2026 that displaced residents; fire officials are reported as unable to confirm whether the two events are connected.
  • Key date(s): Incident September 28, 2026. Reported September 28, 2026.
  • Relates to: the pressure test requirements for distribution systems at 49 CFR Part 192 Subpart J, including 192.503 (general requirements), 192.505 and 192.507 (test requirements), and 192.509 (test requirements for plastic pipelines); the operator qualification requirements at 49 CFR Part 192 Subpart N where the task is covered; and, where the event meets the definition of an incident at 49 CFR 191.3, the notice and reporting requirements at 49 CFR 191.5 and 191.15. Whether this event is reportable under 191.3, which turns on a release of gas, has not been established from any record.

On the Sable Offshore Corp. special permit matter carried in prior issues, the permit under challenge can now be dated from a primary PHMSA record. PHMSA’s Finding of No Significant Impact in the docket is dated June 25, 2026 and names Sable Offshore Corp., the Santa Ynez Pipeline System onshore segments CA-324 and CA-325, relief from 49 CFR 195.452(h)(4)(iii)(H), and conditions including mandatory annual in-line inspection for metal loss and crack detection, immediate repair of cracks at 50 percent wall thickness, fracture toughness testing, and spike hydrotesting. No new filing or order in the Ninth Circuit proceedings was identified inside this window. (PHMSA Finding of No Significant Impact, Docket PHMSA-2026-0464; PHMSA special permit request notice, Docket PHMSA-2026-0464)

On the September 18, 2026 rupture and fire on a 16-inch Texas Gas Transmission line near Jennings, Louisiana, carried in last week’s issue, no PHMSA enforcement record, corrective action order, or incident record has appeared. The item still rests on a single trade-press source. (Underground Infrastructure)

On the federal pipeline safety reauthorization, the House bill H.R. 9338, the Pipeline Safety Authorization Act of 2026, records no action since July 21, 2026, when the Energy and Commerce Committee ordered it reported in the nature of a substitute by a vote of 41 to 8; no floor action occurred inside this window. (H.R. 9338 bill status)
