Week ending September 27, 2026
Each week we flag the developments that actually touch the requirements pipeline operators and their contractors manage, across federal rules, state programs, and industry standards. No commentary and no spin: just the item, the requirement it affects, and a direct link so you can read it and decide for yourself.
Federal Rules & Federal Register
PHMSA has noticed an October 21, 2026 meeting of the Liquid Pipeline Advisory Committee to consider three hazardous liquid rulemakings. (Federal Register; 91 FR 60190; Docket PHMSA-2026-2773; published September 22, 2026)
At a glance
- Applies to: HL, CO2. All three rulemakings on the agenda amend 49 CFR Part 195, which applies to hazardous liquid and carbon dioxide pipelines.
- What it is: A virtual meeting of the LPAC, the statutory advisory committee that votes on the technical feasibility, reasonableness, cost effectiveness, and practicability of proposed hazardous liquid pipeline rules. Three published NPRMs are on the agenda: the Breakout Tank Inspection Rule (Docket PHMSA-2025-1271, RIN 2137-AG22, 91 FR 32919, published June 2, 2026), which would incorporate API Standard 653, 5th edition, and authorize risk-based inspection procedures; Remote Monitoring of Hazardous Liquid Pipeline Rectifiers (Docket PHMSA-2026-1550, RIN 2137-AG54, 91 FR 22115, published April 24, 2026), which would confirm that required electrical checks of rectifiers and other cathodic protection equipment may be performed remotely where the device gets an annual physical inspection; and Hazardous Liquid Valve Maintenance Schedule (Docket PHMSA-2026-1554, RIN 2137-AG58, 91 FR 22119, published April 24, 2026), which would move valve inspection from twice each calendar year at intervals not exceeding 7 1/2 months to once each calendar year at intervals not exceeding 15 months. The comment periods on all three NPRMs have already closed; this is the committee vote stage.
- Key date(s): Meeting October 21, 2026, 9:00 a.m. to 3:00 p.m. EST, virtual. Written comments for the committee’s consideration due October 7, 2026. Registration closes October 17, 2026. Post-meeting written comments due November 20, 2026.
- Relates to: 49 CFR 195.3, 195.205(b) and 195.432(b) (breakout tank inspection and incorporation by reference of API Std 653); 49 CFR 195.573(b)(2) and 195.573(c) (cathodic protection electrical checks); 49 CFR 195.420(b) (valve maintenance intervals); and the advisory committee procedure at 49 CFR 190.9.
Two PHMSA documents published between September 21 and September 27, 2026. The other, dated September 21, is a hazardous materials information collection notice and changes no requirement in 49 CFR Parts 190 through 199. (Federal Register PHMSA agency page)
The September 9, 2026 notice publishing Gexcon U.S., Inc.’s petition, and PHMSA’s draft decision, on EFFECTS Version 12.2.0 as an alternative model for calculating the flammable vapor-gas dispersion exclusion zone at LNG facilities remains open for comment and is unchanged. No extension, reopening, or decision has been published on its docket. (Federal Register; 91 FR 57446; Docket PHMSA-2024-0164)
PHMSA Guidance & Interpretations
No new PHMSA advisory bulletin, letter of interpretation, or guidance item was posted in this window. Two entries dated September 24, 2026 were added to PHMSA’s interpretations register, both answering the Public Utilities Commission of Ohio, and both are hazardous materials items reaching 49 CFR Parts 107, 173, 178, and 180 rather than pipeline safety. PHMSA’s guidance portal still shows its most recent item as July 13, 2026 (“Guidance for Enhancing the Effectiveness of Distribution Integrity Management Programs”), unchanged for eleven weeks. PHMSA’s newsroom posted no press release inside the window; its most recent item remains the September 8, 2026 hazardous materials preemption announcement. (PHMSA Guidance; PHMSA Letters of Interpretation; PHMSA press releases)
State Programs
No new state pipeline-safety rule change that alters a tracked requirement was identified in this window. State registers were not comprehensively polled this run; treat this section as not confirmed.
Enforcement & NTSB
No new PHMSA enforcement action or NTSB pipeline item dated in this window was identified.
PHMSA’s published enforcement extract did not refresh this week. Its source stamp still reads “PHMSA Work Management System as of 09/03/2026,” now unchanged for a fourth consecutive week. The dataset is refreshed monthly, so the next move should be expected in early October; the stamp, not the calendar, is what tells you how current the record is. PHMSA’s latest-actions page likewise shows no enforcement item dated inside the window. (PHMSA Enforcement Data; PHMSA Latest Actions) Relates to: the enforcement procedures at 49 CFR Part 190 and the reporting requirements at 49 CFR Part 191.
NTSB posted no pipeline release inside the window; its one release in this window, dated September 21, 2026, concerned rail worker protection during shoving movements. The preliminary report on the July 28, 2026 Union, Michigan gas distribution explosion, carried in prior issues, remains reported by local and trade press dated around August 19, 2026; a primary NTSB document for that event has still not been located. (NTSB News)
Standards & Editions
No new edition, addendum, errata, or public-review item dated in this window was identified. API’s standards announcements page still shows the second edition of API RP 1176, Assessment and Management of Cracking in Pipelines, announced August 18, 2026, as its most recent pipeline item, unchanged from last week. The page’s most recent entry overall is the third edition of API Specification Q2, announced September 10, 2026, which covers well-site service quality management rather than pipelines. (API Standards Announcements)
One standards item sits inside a rulemaking rather than on a standards page this week: the Breakout Tank Inspection NPRM going to the LPAC on October 21 would incorporate API Standard 653, 5th edition, by reference at 49 CFR 195.3. See the Federal Rules section above for the citation and dates.
Calendar reminder, not new this week: the consensus-standard edition updates PHMSA issued July 31, 2026 take effect January 1, 2027, when the updated NACE, NFPA, ASTM, and MSS editions incorporated by reference into 49 CFR Parts 192 and 195 become the versions operators must work to. Those updates were issued one standard per notice; linked here is the NACE SP0502 notice from that batch. (PHMSA standards update, NACE SP0502, July 31, 2026)
Comment Deadlines Closing Soon
Three blocks below: what closes inside roughly the next two weeks, what is further out on the calendar, and what has recently closed. Every date was read from the Federal Register notice cited, on September 27, 2026. Confirm the docket before filing.

Environmental groups filed petitions for review in the Ninth Circuit on September 22, 2026 challenging a PHMSA special permit issued to Sable Offshore Corp. for the Santa Ynez Pipeline System. Reported by the filing organizations and by regional press; the challenged permit’s issuance date and final conditions were not read from a primary PHMSA record this week. (Center for Biological Diversity; KEYT)
At a glance
- Applies to: HL. The lines at issue, CA-324 and CA-325, are hazardous liquid pipelines under 49 CFR Part 195.
- What it is: Petitions for review filed in the U.S. Court of Appeals for the Ninth Circuit by the Center for Biological Diversity and the Environmental Defense Center, with co-petitioners, challenging PHMSA’s grant of special permit relief to Sable Offshore Corp. Sable’s underlying request, noticed for comment on February 24, 2026 and with the comment period extended on March 20, 2026, sought waiver of the requirement to remediate certain longitudinal seam weld corrosion within 180 days of discovery on Line CA-324 and Lines CA-325A and CA-325B. A grant or denial does not change the rule for anyone else; a special permit reaches only the operator and segments named in it.
- Key date(s): Petitions filed September 22, 2026. Underlying special permit request noticed February 24, 2026; comment period extended March 20, 2026. No briefing schedule has been published.
- Relates to: 49 CFR 195.452(h)(4)(iii)(H) (180-day remediation of longitudinal seam weld corrosion) and the special permit procedure at 49 CFR 190.341. (PHMSA special permit request notice, Docket PHMSA-2026-0464)
PHMSA is investigating the September 18, 2026 rupture and fire on a 16-inch Texas Gas Transmission line near Jennings, Louisiana. Reported September 21, 2026 by Underground Infrastructure; single trade-press source, and no PHMSA enforcement or incident record for the event has been located. (Underground Infrastructure)
At a glance
- Applies to: GT. The line is reported as part of the Texas Gas Transmission system, a gas transmission pipeline under 49 CFR Part 192.
- What it is: A reported rupture and fire on a 16-inch gas transmission line southwest of Jennings in Jeff Davis Parish. As reported, about 20 homes were temporarily evacuated, the line was shut in, no injuries were reported, and the cause has not been determined. PHMSA is reported to be investigating whether corrective action is necessary; no corrective action order appears on PHMSA’s published record.
- Key date(s): Rupture September 18, 2026. Reported September 21, 2026. Under 49 CFR 191.5 an operator gives telephonic notice at the earliest practicable moment and no later than one hour after confirmed discovery; the written incident report under 49 CFR 191.15 is due within 30 days.
- Relates to: 49 CFR 191.5 and 191.15 (incident notice and reporting), and, if PHMSA proceeds, the corrective action order procedure at 49 CFR 190.233.
On the federal pipeline safety reauthorization, the House bill H.R. 9338, the Pipeline Safety Authorization Act of 2026, records no action since July 21, 2026, when the Energy and Commerce Committee ordered it reported in the nature of a substitute by a vote of 41 to 8; no floor action occurred inside this window. (H.R. 9338 bill status)

Also on the calendar and useful if you train to the rules: SGA runs a compliance-relevant virtual short-course slate through the window, including Safety Assurance and Management Review (October 6), at sganaturalgas.org. One deadline rather than an event: the UESI/ASCE Pipelines 2027 call for abstracts closes October 1, 2026, pipelinesconference.org.
Dropped from last week’s list because they have now passed: the NAPSR National Meeting (September 21–25), the PHMSA summer Research and Development public debrief final session (September 22), the GPA Midstream Convention (September 20–23), the ASME International Pipeline Conference & Expo (September 21–25), the PODS Global Summit (September 22), the Tennessee Gas Association Safety Summit (September 22–24), the SGA Line Locator Workshop in Port Huron (September 23), and the SGA PSMS damage prevention short course (September 22). Deadlines dropped because they have passed: the AMPP Eastern Conference advance registration (September 21) and hotel cutoff (September 25), the API Storage Tank hotel cutoff (September 25), and the API Cybersecurity Conference early registration (September 25). This list is refreshed weekly from our own events watchlist and will keep expanding as additional winter dates post.
